Amendment to electoral law into the Chamber of Deputies in 2021 and it's impacts

The Bachelor's thesis "Change to the Electoral Law for The Chamber of Deputies in 2021 and their Impacts" explores the progression of the electoral law for the Chamber of Deputies from the formation of the independent Czech Republic to the present. This thesis aims to focus on the changes to the electoral law in 2021. The theoretical part draws from specialised literature and is devoted to the form of the electoral system for the Chamber of Deputies of the Parliament of the Czech Republic from the early 1990s to the present. This thesis is mainly focused on the change in 2021, hence it includes the pre-election political situation, and particular changes that were approved, as well as all the impacts these changes had on the election results. The practical part consists of many calculations that show to what extent the changes in the electoral law affected the results of elections, specifically the allocation of each mandate among the participating parties. These calculations particularly compare the initial calculation based on the D'Hondt divisor and the new calculation based on the Imperiali quota.
The electroral system for the Chamber of Deputies of Czech Republic: genesis, evolution and its future direction

This final thesis deals with electoral system to the Chamber of Deputies of the Parliament of the Czech Republic. Its genesis, evolution and future are presented in 3 chapters and in the Conclusion. Work is designed as a case-study and it employs two methods - from general to particular, and from earlier to later. These methods are used in whole work as well as in particular chapters and subchapters. The first chapter introduces readers to the issue of electoral system in general. There are described two main voting systems - proportional and majority vote. Stress is put to the proportional system which has used for elections to the Chamber of Deputies. Also the question "which electoral system is the best" is mentioned. Following chapter surveys history of the electoral system and evolution from its establishment to the present. Main part of this chapter deals with a reform introduced in the year 2000 which was declared by the Constitutional Court as unconstitutional. New law, instead of blank spaces after the decision of the Constitutional Court, was adopted in the year 2002 and since that it has been valid till the present. The third chapter presents proposals of electoral reform from the year 2008 prepared by a group of experts on the basis of political assignment of contemporary Government....
It Is Time to Change the Electoral System for Czech Municipal Elections

This thesis deals with the possibilities of changing the electoral system to Czech municipal councils. It is an analytical case study with elements of a policy paper, i.e., a set of recommendations intended especially for legislators. The thesis has two main goals: (1) to identify and summarize aspects of the electoral system that experts call controversial and (2) to suggest possible solutions that would mitigate or eliminate these controversial variables. The work comes with three alternative solutions for changing the electoral system: (A) minor modifications to the existing system, which will facilitate the possibility of election because of preferential votes, and at the same time prevent local governments from performing electoral engineering by purposeful modifications of constituencies; (B) a variably mixed fusion system identical for all municipalities and (C) combination of two systems: unlimited vote for municipalities with less than 2,000 inhabitants and an open PR system for larger municipalities.
Czech Senate in perception of electors. The Analysis in View of History, Voter Turnout and Electoral System

This diploma thesis deals with the Senate of the Parliament of the Czech Republic in view of history, voter turnout and electoral system. The main purpose of the thesis is to present the Senate in terms of broad perspective, based on the analysis of selected parts of the political system. The thesis is a case study which includes an analysis of the Czech Constitution preparations, a voter turnout analysis with the main purpose to present crucial trends and simulation of some variations of qualified plurality rule on existing electoral results of the Senate elections. There is also the theory of bicameralism presented as a part of the theoretical part in the thesis. Based on the analysis the thesis presents extensive conclusions. In the view of history there are historical and ideological circumstances and also political demands of participants in the case of proposing the institution of Senate. The main conclusion on the view of voter turnout is that since 2008 there has been a continual decrease, particularly in run-off. The thesis brings two groups of solution in order that the Senate elections voter turnout might increase. Use of Mixed-Member Electoral Systems: Examples of Bolivia, Germany, New Zealand

The aim of this Bachelor's thesis is to analyse and compare mixed-member electoral systems and their consequences in cases of Bolivia, Germany and New Zealand. The text is divided into three chapters. The first chapter introduces mixed-member electoral systems in general, existing research in this area, main variables of mixed-member electoral systems, and their key typologies by Massicote & Blaise and Shugart & Wattenberg. In the second chapter, causes of electoral reforms, their circumstances, main actors and their preferences are analysed. The description of individual cases is followed by cross-comparison. The final chapter concerns itself with the consequences of electoral reforms and their influence on party and political systems, as well as with changes in the candidate selection process or their individual characteristics. The description is also followed by comparison among researched countries. The main focus of this comparison is on selected characteristics of political systems: volatility, voter turnout, disproportionality and effective number of parliamentary parties. These are calculated with established statistical tools: Gallagher index, Pedersen index and Laakso-Taagepera index.
An Attempt to Reform the Electoral System to the Chamber of Deputies Parliament of the Czech Republic after Election in 2006

This submitted bachelor thesis analyses an attempt to reform the electoral system to the Chamber of Deputies of the Parliament of the Czech Republic after the 2006 election. The proposed so-called "Greek variant" of the Topolánek's electoral reform established a bonus for the winner of the electoral competition within the proportional representation stipulated in the Czech constitution. The theoretical framework is based on the theory of mixed electoral systems by Canadian political scientists Louis Massicotte and André Blais. The aim of author of this work is hypothetical application of this failed electoral reform to the parliamentary election in 2013, its classification according to Massicotte and Blais and last but not least, a criticism of this attempted electoral promoted particularly by Civic Democratic Party. Populism in Czech Politics: Electoral Reform Proposals

This work, "Populism in Czech politics: Electoral reform proposals", addresses Czech political representatives presenting electoral reform proposals. In those they are appealing to the people and to a dichotomy against elites. Firstly, the work attempts to define populism, delimit this concept and set some basic research characteristics. Secondly, the work briefly sums up current state of electoral system of the Czech Republic. Third, it analyzes specific electoral reform proposals presented by Czech political subjects, which are considered populist. Researched subjects are "Hnutí Úsvit přímé demokracie Tomia Okamury" (the Dawn Movement of Direct Democracy of Tomio Okamura) and their proposals; and Karel Janeček with his proposal Democracy 2.1. This work aims to analyze if those proposals and their authors comply with set characteristics of populism.
Overhang seats. A controversial particularity of the German electoral system

The objective of the thesis is a detailed analysis of overhang seats, the peculiarity of the German electoral system. The theoretical part of this thesis focuses on research of the electoral systems and their political consequences. The second chapter devoted to the German electoral system explains his mechanical functioning and discuses his influence on the degree of proportionality and the party system. The analytical part tries to clear the phenomenon of overhang seats, his origins by means of testing presented variables using the electoral results data from 1990 - 2009. The current electoral reform is also discussed.
